Global Receivership Information Database

The Global Receivership Information Database (GRID) tracks receivership information that has been supplied by the department of insurance from all 50 states, the District of Columbia, and five territories of the United States. Some of the GRID information viewable by all users with an oracle user ID however a specific role is required to modify receivership information. There is also GRID information and data available to the public via the following website: https://i-site.naic.org/grid/gridDisc.jsp

Upon entering GRID, you will see a JAVA screen with three boxes. The box on top will display hyperlinks to additional iSite+ tools you may have access to. These hyperlinks may not be immediately visible, due to the default dimensions of this box. You may need to adjust the dominions in order to view the hyperlinks. The box to the left labeled “Question Links” provides a list of categories and sub-categories. Finally the largest box, which occupies the bottom right portion of the screen, provides detail information for the sub-category selected from Question Links.

GRID Searches

The "Search GRID" page under the “User Tools” category is the primary starting point for researching receivership records that have been entered into GRID.

If you know the NAIC CoCode or the Receivership ID for the estate you are looking for, you can enter one of these values in the appropriate field and click “Search Receiverships.” This will return the “Company Detail” page where you can verify you have selected the right company, or if no results were found, you will need to return to “Search GRID” and conduct your search in an alternative manor.

In the absence of the NAIC CoCode or the Receivership ID, you can scroll through the list of company names listed in the “Company Name” box to the right, select the company you are looking for, and then click “Search Receiverships.” You can also use any combination of the following search criteria to filter the list of companies appearing in the “Company Name” box:

Search results return a listing that includes the Receivership ID, company name, state of domicile, NAIC Co-code, entity number and the year initiated. The search results sort order is set by clicking on the column headings of the search results. To get a listing of all receiverships on the database leave all search criteria blank and click the “Search Receivership” button.

Note: If you do not find a record for the company you are looking for, you might have inadvertently excluded the company with your selection criteria. For example, you may have selected the wrong state of domicile, contact, or status.

Adding a Receivership to the GRID Database

New receivership records must be set up by NAIC staff.  To establish a new receivership record for a company, click "Request Receivership" under "Under Tools" from the "Question Links" on the left of the screen, and follow the instructions provided on that page.

Inputting, Editing and/or Viewing Receivership Information

All iSite+ users are able to view receivership detail information.  However, changes may only be made by users who have the appropriate GRID role and then, only on receiverships for the state of domicile(s) to which the user is associated.

Not all the links appearing on the left of the screen will be available for input/editing or viewing until a receivership record has been selected.  These links should appear as hyperlinks after selecting a receivership record.  In the event this does not occur, place the mouse anywhere within the "Question Link" box, right click and choose "Refresh".

Note:  The Receivership Technology and Administrative Working Group (RTAWG) monitor the level of completeness of the records in GRID.  The RTAWG periodically provides the lead receivership contact of each state with completeness reports indicating the threshold of completeness for each state on open and closed estates.  These reports are further broken down into two phases.  Phase I consists of all input fields under the Question Links, and Phase II consist of updated financial statements.  See below for additional information concerning which categories are associated with which phase.

COMPANY INFORMATION

Company Details:

This screen contains general information about the receivership, allowing you to verify you have selected the right company.  Input fields on this screen are discussed in more detail below:

Contact - You can view details regarding the contact that has been assigned to the company, assign a contact if one is not currently assigned, or change the contact.  When assigning or changing a contact, you must choose from the drop down box; which will only list available contacts for the Company's state of domicile.

Filing Annual Statements through the NAIC - This box indicates if the Company is still required to file their financial statements with the NAIC Financial Data Repository (FDR).  If this box is checked, the financial statements can be viewed by accessing iSite+, or by visiting the NAIC Store at https://eapps.naic.org/insData/.  If this box is not checked, then the contact listed above is required to upload annual financial statements and other related data into GRID by April 1 of each year.  For more details concerning the financial statement to be loaded in GRID, please see the Financial Information section of this web page below.

Primary Claim Deadline - Date on which primary claim must be filed.  This date cannot be more than 24 months in the future.

Phase - This section contains the dates for select court actions, the docket numbers and the jurisdictions.  This information is typically present on the front page of the court documents, with the exception of the primary claim filing date.  The date used is typically the date the judge signed the order, or in its absence, the date that appears on the clerks stamped seal; which indicates when the order was filed with the court.  The jurisdiction is typically something like "The Third District Court of Adams County, State of."  The contact should also upload a PDF format of the court order.  This file must contain either the judge's signature or have the county clerk's stamped seal.  Once a PDF file has been uploaded, a view option will be provided for the user to view the document.  The phase dates consist of:

  • Conservation Order Date

  • Rehabilitation Order Date

  • Liquidation Order Date

  • Release/Close Order Date - This date must be later than all other dates for the receivership.
    A Release/Close Order Date cannot be input if there is not a prior date already listed.

State Impact:

This page provides information about the receivership's impact to various states during the twelve months preceding the receivership order, including the state of domicile, for the following categories:

1.  All states where the Company is writing business
2.  All states where the Company is writing excess or surplus lines business
3.  All states where the Company is licensed to write business
4.  All states where the Company has claims exposure

At least one state must be listed as a claim exposure state in the receivership.  However, multiple states are allowed.  This page will not be considered to be filled out completely unless at least one state is chosen, or the "NA" button is selected for each of the sub-categories listed above.

Note:  For editing purposes, you should be aware that if you unclick a state and then click update, all information that was previously saved on the Line Business sub-category screen will be deleted from the Receivership.

Lines of Business:

This page provides information pertaining to the lines of business the receivership writes business in, or is otherwise approved to do so.  By clicking on the state hyperlinks appearing at the top of the screen, you can view/edit/enter the lines of business for which the receivership writes business.  There are two sections to review here, direct lines and reinsurance lines.  You must click "Update" at the bottom of the page following any changes you made.  To make this easier, groupings of Lines of Business are available.

Each state listed in the State Impact must have at least one Line of Business assigned.  If a state is removed from State Impact, the Lines of Business assigned to that state are deleted as well.  If a state is added to State Impact page, then the associated Lines of Business needs be assigned before this page is considered to be filled out completely.

If no state was selected from the State Impact page described above, then this page will appear empty with a single sentence stating, "There are no states associated with the Receivership."

Conditions Present:

This page provides information regarding the company's utilization of third party administrators (TPAs), and/or managing general agents (MGAs) prior to being placed in receivership.  This includes activity in Multi-Employer Trust business and/or surplus lines.  The receivership should indicate if such activities took place in underwriting, claims processing, or were tied to reinsurance.

POST RECEIVERSHIP INFORMATION

Claim Deadlines:

This page provides the claims deadlines for all lines of business written by the receivership that have gone into liquidation.  This page allows for the entry of multiple dates in the event that there are different deadlines for the various lines of business previously written.  Each deadline date also provides for contingency and extended filings.  The lines of business on display were previously selected from the State Impact page.  If the entity is not in liquidation and thus has not established claims filing deadlines, this screen will not apply.

Moratoriums:

This page indicates the type and conditions of any moratoriums that might have been imposed.  Each line of business can have only one moratorium.  However, different moratoriums can be in place for different lines of business.  The beginning date, and the duration of the moratorium must be input, and the end date is calculated by the system.  The lines of business on display were previously selected from the State Impact screen.

Hardship Exemptions:

This page indicates the hardship exemptions for any moratoriums that were entered on the moratorium page, and cannot exceed 120 months.

Business Activity:

This page contains a few questions pertaining to the receiverships current activity in regards to new or renewal premiums, and some additional information concerning policyholder information, and that of the directors and officers of the company.  This screen should be updated to reflect the company's most current status since being place in receivership.

Cancelled Policies:

This page indicates what lines of business for which the receivership might have cancelled policies since entering into receivership.  In a liquidation status, all lines of business are generally cancelled within 30 days of the date of liquidation.  Cancellation dates are to be provided.  The lines of business on display were previously selected from the State Impact screen.

Non-Renewed Policies:

This page indicates what lines of business for which in-force policies were non-renewed by the receivership since entering into receivership.  The lines of business on display were previously selected from the State Impact screen.

On-Going Task:

This page indicates if some particular tasks have been completed or are on-going.  With the exception of the row provided for write-in items, there should be a box checked for each row in order for the completeness report to indicate this page was filled out completely.  Note that marking an item as "on-going" will not cause the completeness report to indicate this category as incomplete.  For further clarification concerning the "on-going" and "completed" task status, click on the gray bar labeled "For this receivership, identify the status of the below major task."

Ancillary State Impact:

This page indicates which states have established an ancillary receivership.  See the Insurance Receivership Model Act for the definition of an ancillary receivership.  The states displayed as possible choices are states that were previously entered on the State Impact page.

Ancillary Details:

This page provides details for each state that has established an ancillary receivership.  For any states that have established an ancillary receivership (states listed on this sheet are based on the information input on the Ancillary State Impact screen), provide certain information on each established ancillary receivership including the open date, closed date, status of any state deposit that was in existence at time of receivership along with subsequent payout amounts to claimants, incurred receiver expenses and to state guaranty associations along with any remaining amounts paid back to the domiciliary state.

Deposits State Impact:

This page indicates which states have not established an ancillary receivership.  See the Insurance Receivership Model Act for the definition of an ancillary receivership.  The state displayed as possible choices are states that were previously entered on the State Impact page.

Deposits:

This page provides details for each state that has not established an ancillary receivership.  Under the current GRID business rules, the state of domicile is responsible for all the GRID reporting requirements.  If you have deposit information that is not currently reported in the GRID, you should contact the state of domicile.  The states displayed as possible choices are states that were previously entered on the State Impact page.

Overdue Reinsurance Receivables:

This page provides the most current details for reinsurance receivables that are more than 90-days overdue.  Each receivable record can be independently updated, or deleted.  It should be noted that no record can be added without knowing the alien FEIN number, or the reinsurers CoCode.  A receivable is considered to be more than 90-days past due based on the following criteria:

  1. The aging period shall commence from the date at which claims were originally contracted to be
    paid by the reinsurer.
  2. In the event the reinsurance agreement does not specify a date for payment, but does specify
    when claims are to be presented to the reinsurer for payment, the aging period shall commence
    from that date.
  3. Where the reinsurance agreement does not specify or provide for the determination of either of
    such dates, the aging period shall commence on the date on which the ceding company enters in
    its accounts a paid loss recoverable.

CREDITOR CLASS/CLAIM INFORMATION

Distribution of Assets:

This page provides a list of distributed assets thus far, since the insurer entered receivership.  The list includes the amount of the distribution to date, the creditor category, the effective date, and the percentage of approved claims being paid.  Data entered on this screen should only cover interim and final distributions to claimants and administrative expenses.

Do not include early access payments to state guaranty associations as these are not completed distributions.  Such early access payments are generally subject to being refunded to the estate if needed to pay other priority claims.  Early access payments are treated as an asset of the estate and are credited against interim final distributions that are made later.

Claim Liability State Impact:

This screen requires disclosure of which states have outstanding liability in the following categories:     1)  Outstanding Claims and LAE Liability, 2) Unearned Premium Liability, and 3)  Other liabilities such as punitive damages liability.  For each of the three categories, select the states that still have outstanding liability.  The states displayed as possible choices are states that were previously entered on the State Impact page in the claim liability section.

Claim Liability Details:

This screen requires disclosure of which states have outstanding liability in the following categories:     1)  Outstanding Claims and LAE Liability, 2)  Unearned Premium Liability, and 3)  Other policy related liabilities such as punitive damages liability.  These claim liabilities are to be broken out by SGA related and Non-SGA related amounts.  The states on display in this section were those chosen in the claim liability State Impact page.  Estimate the claim liability at the start of the receivership and update as additional information is received.  If there are no claims under policies of insurance, all fields could be zero.

LEGAL INFORMATION

Rehabilitation Resolution:

For receiverships that entered into rehabilitation and then closed or were discharged from rehabilitation, an explanation is required.  Several possible explanations are provided to choose from.  However, if none are applicable, then an "other" write-in field is provided.  For open receiverships that are not in rehabilitation, or closed companies that never entered this phase of receivership, the N/A button should be checked in order for this screen to be considered complete.

Conservation:

For receiverships that entered into conservation and then closed or were discharged from conservation, an explanation is required.  Several possible explanations are provided to choose from.  However, if none are applicable, then a write-in field is provided.  For open receiverships that are not in conservation, or closed companies that never entered this phase of receivership, the N/A button should be checked in order for this screen to be considered complete.

FINANCIAL INFORMATION

Form Submission:

This screen allows for the upload of PDF files of an open receivership's balance sheet and other information deemed by the receivership contact to be of value.  End-users are able to upload one initial balance sheet in the "opening" column.  This balance sheet should be as of December 31st the year before the entity entered into receivership, or any more recent period prior to entering receivership.  Subsequent balance sheets and other pertinent information are required to be filed annually by March 31st of each year until the estate is closed or otherwise discharged from receivership status.  Ideally, these balance sheets should be as of December 31st of each year till close, and be uploaded in the Interim column, which will accept multiple entries.  Receivership contacts are welcome to upload balance sheets on a more frequent basis if they desire.  The final balance sheet should be uploaded to the closing column.  This financial information does not need to be filed on a statutory basis;  GAAP is acceptable.  This information can be provided in an informal format, so long as the information is understandable.

REPORTING INFORMATION

Individual Summary:

The Individual summary reports are available to view and screen print for all closed and/or open receiverships that are listed in the database.

GRID Completeness Summary:

The GRID Completeness Summary report displays the estate name(s) and specifies whether the subcategories listed under "Question Links" are complete (C) or incomplete (I).  Additionally, this report may contain waivers (W) and N/A's.  The report treats these two variables a completed items.

Waivers are managed by NAIC staff manually, and typically occur on older estates when no hard copy of the original receivership documentation is available to aid the contact with filling out certain subcategories.  Waivers are a very delicate matter, as it's the desire of the RTAWG to have receivership records in GRID as complete as possible.  If you feel you are in need of a waiver, scroll to the bottom of this document or visit the GRID e-mail center and send an e-mail to NAIC staff.  you will be contacted in a timely manner concerning your request in order to derive a satisfactory solution to all concerned parties.

The financial statements column of the GRID Completeness Summary report will display N/A if the contact specified on the Company Details page that the Company still files with FDR.

Note:  Using the completeness summary report criteria, you can customize the report to list a single receivership record, receiverships domiciled in a particular state, open or closed estates, or any combination thereof.  Note, if the receivership ID is populated in the selection criteria, then only a single record will be returned.  The user must change this field to appear blank in order to get multiple records to appear on the report.  The discharge date is an advanced feature and should be ignored by most users (leaving the pre-populated date unchanged).  The results can either be reviewed on screen, screen printed or downloaded in Excel spreadsheet format.

Contact Listing:

The Contact Listing report displays the complete address, telephone and fax numbers along with an email address for contacts meeting the selection criteria.  This report also displays the number of receiverships in the database being handled by the contact.  By clicking on the contacts name, you get a complete list of the receiverships assigned to that contact, and you can visit the individual company's  record by clicking on the receivership ID.
