Market Analysis Review System

The Market Analysis Review System (MARS) Level 1 and Level 2 are available to specific state users for the purposes of tracking, recording, and reviewing the standard question analysis done by other states as defined by the Market Analysis Working Group.  

NOTE: Security has been developed for the MARS application and not all iSite+ users can access the MARS reports. If you do not have access to the report submitted, a screen will display notifying that you do not have the necessary role or privilege to access the Market Analysis Review System.

To access MARS reviews:

After going to the iSite+ log in page, enter your User Name and Password.

Search for and select an entity or entities by performing a Company/Firm Search.

Click the Market Analysis Review System link under Market Analysis. The MARS application will open in a new browser window There are two control tabs near the top of the MARS main page. The initial view defaults to the Reviews tab and displays the Review Selection List. The second tab, Reports, displays the list of available MARS reports. 

There are three function buttons at the top-right of the page. The buttons are labeled as Print, Help and Exit. These functions are available from both the Reviews tab and the Reports tab.

Print - the print button is context sensitive and will generate a report dependent upon what is currently being displayed.

Help - the help button displays the MARS guidelines for completing a review. 

Exit - the exit button closes the MARS application and request you close the browser window.

 

Reviews

The Review tab lists all reviews for the entity selected. Within the Review Selection List the user will be able to view all recorded reviews available for that state regardless of review status. This includes incomplete, completed, un-approved and approved reviews.  If user is not associated to the assigned reviewer’s state they will only be able to view reviews in the approved status. The first column displays radio buttons for selecting the review with which to work. The list of reviews can be sorted by any of the remaining columns. Click the up arrow or down arrow buttons, located below the column titles, to sort the list accordingly.

With full access to MARS, There are five function buttons at the bottom of the Reviews Selection List page. All of these buttons require that a review radio button be selected first before clicking.  The New button is the only exception. The buttons are labeled as View, New, Update, Delete and Approve.

View - displays review data for the selected review in read-only mode and does not allow any changes.

New - initiates the creation of a new review. This button "ignores" selected radio buttons.

Update - displays the selected review and allows edits to that review. Review approval may be allowed from this mode provided your login ID has the appropriate user role.

Delete - permanently removes the selected review from the Review Selection List and system.

Approve - finalizes the review and makes the review available for other states to read.

 

To View a MARS Review:

  1. Search for and select an entity or entities by performing a Company/Firm Search.
  2. Click the Market Analysis Review System link under Market Analysis.  
  3. Select the radio button to the left of the desired review
  4. Additional reviews may be available by scrolling the Review Selection List up or down.
  5. Click the view button

Note: You will not be able to view another state's reviews until the review has been approved.

To create a New MARS Review:

After going to the iSite+ log in page, enter your User Name and Password.

  1. Search for and select an entity or entities by performing a Company/Firm Search.
  2. Click the Market Analysis Review System link under Market Analysis.  
  3. Click the New button
  4. Enter the following:

Data Year: The year the user would like to review - cannot be more recent than the most recent year for which the Financial Annual Statement is available.  Additional data fields will appear after the data year is entered. (State, Level, Line of Business and Contact)

If no premiums for the company exist for the selected year, the system notifies the user to select another year or company.

State: The state data that you would like to analyze.  Generally speaking this will be the state for which you work.  However, you may also want to do an analysis of a particular company using the data for a state comparable to your own.

Level: The level of analysis to be done, Level 1 or Level 2 analysis.

Line of Business:  The lines of business are statement specific. The system will only provided lines of business choices for user to choose from that are applicable to the cocode indicated. The following are possible check boxes selections for a property & casualty company review:

  • Credit

  • Group Accident and Health

  • Homeowners

  • Individual Accident and Health

  • Long Term Care

  • Medicare Supplement

  • Private Passenger

Use the check boxes to select one or more of the following lines of business when reviewing a life company:

  • Credit

  • Group Accident and Health

  • Group Life

  • Group Annuity

  • Individual Annuity

  • Individual Accident and Health

  • Individual Life

  • Long Term Care

  • Medicare Supplement

Use the check boxes to select one or more of the following lines of business when reviewing a health company:

  • Group Accident and Health

  • Individual Accident and Health

  • Long Term Care

  • Medicare Supplement

Use the check box to select the following line of business when reviewing a title company:

  • Title

State Contact:  This field is only required for use with Level 2 reviews. Select the name of the state contact person for Level 2 reviews.

  1. Control buttons available at the bottom of the first screen include Cancel, Save, Finish Later, and Continue.

Cancel - returns to the Review Selection List without saving current edits. Current edits are any new changes made since the last save operation.  When used from the first screen, cancel returns to the Review Selection List without initializing or creating the new review.

Save - saves current edits without returning to the Review Selection List.  (Save as you go!)

Finish Later - saves current edits and returns to the Review Selection List.

Continue - moves to the next screen WITHOUT saving the latest edits
 

  1. The Review System contains a series of questions related to Market Analysis.  They are broken down into the following sections:
  • Operations & Management

  • Financial Ratios

  • Special Activities

  • Regulatory Actions

  • Market Action - Exams

  • Market Action - Initiatives

  • Premiums

  • US Market Share

  • Loss and Expense Ratios

  • Resisted or Unpaid Claims

  • Complaints

  • Market Conduct Annual Statement

  • Conclusion

The navigation panel on the left side of the display lists the sections as buttons for jumping quickly to any section of the review.  Additional buttons may be available by scrolling the buttons up or down.
 

  1. Complete the questions from each section according to the review guidelines.  The guidelines display from the Help button in the MARS application.
     
  2.  When done, you may Exit out of the application. (use the exit button)

The Market Analysis Review System requires that all questions be answered before you can finalize a Level 1 review.  You can save your work and come back and complete unfinished items later.

Note: Reviews that have not been approved (completed) after 30 days elapse time will generate an e-mail notice to your state's Market Analyst Chief  (MAC). A second notice occurs after 45 days, a third notice is sent out after 59 days

The review will  SELF-DELETE  after  60  days  if not  approved before then.

       To Update a MARS Review:

      1. Search for and select an entity or entities by performing a Company/Firm Search.
      2. Click the Market Analysis Review System link under Market Analysis.  
      3. Select the analysis to review radio button.
      4. Additional reviews may be available by scrolling the Review Selection List up or down.
      5. Click the update button
      6. Edit the review as needed.
      7. Control buttons available at the bottom of the screen include Cancel, Save and Finish Later.

      Cancel - returns to the Review Selection List without saving current edits. Current edits are any new changes made since the last save operation.

      Save - saves current edits without returning to the Review Selection List.

      Finish Later - saves current edits and returns to the Review Selection List.
       

      1. When done, you may Exit out of the MARS application

Level 2 Analysis

After going to the iSite+ log in page, enter your User Name and Password.

  1. Search for and select an entity or entities by performing a Company/Firm Search.
  2. Click the Market Analysis Review System link under Market Analysis.  
  3. Click the New button
  4. Enter the following:

Data Year: The year the user would like to review - cannot be more recent than the most recent year for which the Financial Annual Statement is available.  Additional data fields will appear after the data year is entered. (State, Level, Line of Business and Contact)

State: The state data that you would like to analyze.  Generally speaking this will be the state for which you are speaking.  However, you may also want to do an analysis of a particular company using the data for a state comparable to your own.

Line of Business:  The lines of business are statement specific.  Use the check boxes to select one or more of the following lines of business when a property & casualty company review:

  • Use the check box to select the following line of business when reviewing a title company:

  • Title
  • State Contact:  This field is required for Level 2 reviews.  Select the name of the state contact person for Level 2 reviews from the drop list.

  • Control buttons available at the bottom of the first screen include Cancel, Save, Finish Later, and Continue.

Cancel - returns to the Review Selection List without saving current edits. Current edits are any new changes made since the last save operation.  When used from the first screen, cancel returns to the Review Selection List without initializing or creating the new review.

Save - saves current edits without returning to the Review Selection List.  (Save as you go!)

Finish Later - saves current edits and returns to the Review Selection List.

Continue - moves to the next screen WITHOUT saving the latest edits
 

  1. The Review System contains a series of review related to Market Analysis.  They are broken down into the following sections:pan.
    • Core Areas

    • Additional Areas

    • Market Data

    • Conclusion

  1. Complete each section according to the review guidelines.  The review guidelines display from the Help button in the MARS application.
     
  1.  When done, you may Exit out of the application.  

 

To Delete a MARS Review:

The delete function is a multi-step operation.  Pressing the delete key for the first time displays a text box where an explanation for the deletion of the review may be entered. This screen has a Cancel button and another Delete button. Clicking the second delete button will complete the delete action.

  1. Search for and select an entity or entities by performing a Company/Firm Search.
  2. Click the Market Analysis Review System link under Market Analysis.  
  3. Select the analysis to review radio button.
  4. Click the delete button.
  5. Enter an explanation for the delete in the text box.
  6. Click the Delete button to complete the delete action

Cancel -  returns to the Review Selection List without deleting the selected review.
Delete - removes the selected review and returns to the Review Selection List.

Reviews that have been Approved can not be deleted. Users are required to add comments before being able to delete a review.

To Approve a MARS Review:

This action is allowed provided the user has the appropriate security role assigned to the login ID.

  1. Search for and select an entity or entities by performing a Company/Firm Search.
  2. Click the Market Analysis Review System link under Market Analysis.  
  3. Select the analysis to review radio button
  4. Click the Approve button
  5. The summary screen will display all the questions and answers.
  6. Click the approve button to complete the approve action.

Note:  the Cancel, Save and Finish options are also available from this display. The Approve button also appears in the Conclusions section while in the Update mode. Again, the proper security role must be assigned to the login ID

 

Reports

The Market Analysis Review System (MARS) provides the following four reports for viewing and managing data related to market analysis reviews:

     Completed Reviews Report
     Market Analyst Reviews Report
     Deleted Reviews Report
     Companies with No Reviews Report

These reports are available from the Reports tab of the Market Analysis Review System. These same reports can also be accessed from the iSite+ Summary Reports page by clicking MARS Reports under Market Analysis.

Completed Reviews Report - The Completed Reviews Report displays all the market analysis reviews completed based on the criteria provided. This report requires a data year be specified.  The following report criteria is optional: State, Level, Line of Business and Group Code.

  1. Click the Summary Reports link under the Tools tab.
  2. The Completed Review Report Search Criteria will be displayed.  On the page, select from the following criteria:
    Data Year - Required
    State
    Level
    Line of Business
    Date Completed Between ( format: yyyy-mm-dd) 
    Group Code
    Sort Order
    Report Format -(HTML, CSV)
  3. Click the submit button
  4. The report contains the following columns:
    Cocode
    Company Name
    Review Level
    LOB
    State
    Approved By
    Completed By
    Date Completed
  5. To save the report, select the appropriate option from the File menu.
  6. To print the report click the Print button (top-right).
  7. To close the report, click the Reports tab to return to the MARS Report or click the browser Back button.

Market Analyst Reviews Report - The Market Analyst Reviews Report displays all of the market analysis reviews completed by market analysts. This report allows for the selection of additional criteria such as data year, state, level, and line of business, recommendations, date entered range, and status.

  1. Click the Summary Reports link under the Tools tab. The MARS reports can also be accessed by clicking on the MARS reports button in the Market Analysis Review System application.
  2. The Market Analyst Reviews Report Search Criteria will be displayed.  On the page, select from the following criteria:
    Data Year - Required
    State
    Level
    Line of Business
    Date Completed Between ( format: yyyy-mm-dd) 
    Recommendations
    Date Entered To/From
    Status
    Sort Order
    Report Format -(HTML, CSV)
  3. Click the submit button
  4. The report contains the following columns:
    Analyst
    State 
    Cocode
    Company Name
    Review Level
    LOB
    Recommendation
    Date Entered
    Status
    Date Completed
  5. To save the report, select the appropriate option from the File menu.
  6. To print the report click the Print button (top-right).
  7. To close the report, click the Reports tab to return to the MARS Report or click the browser Back button.

Deleted Reviews Report  - The Deleted Reviews Report displays all the incomplete market analysis reviews that were deleted after 60 days. This report allows for the selection criteria of data year, state, level, line of business, and the deletion date range. The report is for informational purposes only—deleted reports cannot be recovered.  
 

  1. Click the Summary Reports link under the Tools tab. The Summary Reports page will display. The MARS reports can also be accessed by clicking on the MARS reports button in the Market Analysis Review System application.
  2. The Reviews Automatically Deleted Report Search Criteria will be displayed.  On the page, select from the following criteria:
    Data Year - Selecting none has the same effect as selecting all
    State
    Level
    Line of Business
    Date Deleted To/From
    Sort Order
    Report Format -(HTML, CSV)
  3. Click the submit button
  4. The report contains the following columns:
    Review Number
    Data Year  
    Cocode
    Company Name
    State
    Review Level
    LOB
    Date Deleted
    Analyst/Reviewer
    Reason
  5. To save the report, select the appropriate option from the File menu.
  6. To print the report click the Print button (top-right).
  7. To close the report, click the Reports tab to return to the MARS Report or click the browser Back button.

Companies with No Reviews Report - The Companies with No Reviews Report provides a list of all the companies for selected criteria for which no market analysis review has been performed.

The Companies with No Reviews report contains active links to the Company History Report. The Cocode in the list of companies with no reviews is a link to Company History Report.  This report displays the data year and line of business for which a review has been completed. A checkmark indicates completed reviews for a specific year and line of business.
 

  1. Click the Summary Reports link under the Tools tab. The Summary Reports page will display. The MARS reports can also be accessed by clicking on the MARS reports button in the Market Analysis Review System application.
  2. The Companies with No Reviews Report Search Criteria will be displayed.  On the page, select from the following criteria:
    Data Year
    State of Domicile
    Line of Business
    Sort Order
    Report Format - (HTML, CSV)
  3. Click the submit button
  4. The report contains the following columns:
    Company Name
    Cocode - (links to the Company History Report)
    Statement Type
    State of Domicile
  5.  To save the report, select the appropriate option from the File menu.
  6. To print the report click the Print button (top-right).
  7. To close the report, click the Reports tab to return to the MARS Report or click the browser Back button.
