Regulatory Information Retrieval System

The Regulatory Information Retrieval System (RIRS) contains records of regulatory actions taken by participating state insurance departments against insurance producers, companies and other entities engaged in the business of insurance.

NOTE: The absence of information on a particular insurance entity should not be taken as conclusive that no disciplinary action has occurred. Participating states are encouraged to inform the NAIC of subsequent action which affects a current entry. Not every state participates actively and fully in RIRS. The NAIC makes no guarantee or representation that the reported action has not be modified or revised by administrative or court action which has not been reported to the NAIC.

To access RIRS Actions for a specific entity:

  1. Search for an individual(s) or firm(s) by performing a Company/Firm Search, Individual Entity, or a Business Entity Search.
  2. The Lookup Results page displays a list of entities that match the criteria entered on the search page.
  3. The date displayed next to the link will be the most current effective date of the regulatory actions associated to the identified entity.
  4. Click the Regulatory Actions link in the Available Information section to view information for the entity. The RIRS Disclaimer will display.
  5. After reading the disclaimer, click the OK button at the bottom of the Disclaimer. (This disclaimer will only be asked once every 365 days)
  6. The Regulatory Actions page will display. This page lists entity information, as well as known regulatory actions for the entity.

    Information for firms will include the firm name, NAIC company code, FEIN, entity number, and alien number and group number, if any. Information for individuals includes name, Social Security number, National Producer Number (NPN) and date of birth, if any. To view complete demographic information about the entity, click the name link at the top of the page.

    A summary of the RIRS information appears below the identifying demographic information. This summary includes the number of actions recorded for the entity and the date the last action was entered. The actions are listed in reverse chronological order from the Enter Date.

    Information for each available regulatory action follows the summary information. Each entry contains the following information. NOTE: See the Glossary for definitions of any unfamiliar terms.

    State Action Search: For each RIRS action from a state that provides access to the actual orders on-line, there will now be a link displayed for the user to go directly to the state's website if they want to request a report.  The link will appear, when appropriate, on the RIRS entity report, both RIRS summary reports and the RIRS 5 Year report in the Market Analysis Profile report suite.

To view state-specific RIRS information:

  1. Click the States with Regulatory Actions link located on the upper right side of summary information area on the page. This link appears just below the entity demographic information.
  2. On the table displayed, click an active state link to view a list of RIRS actions related to that specific state. This page can be printed using the browser's print options.
  3. To save the Regulatory Actions page as a plain text file or print the page as it appears, select the appropriate option from your browser's file menu. (NOTE: You cannot save or print the data page using the secondary (right) click menu options used for Financial Reports.)
  4. To return to the Lookup Results page, click the Back button located at the bottom of the page or the Back button on the browser.
  5. To perform another search or navigate to a different application within iSite+, select the appropriate link at the top of the page.

RIRS Summary Report
The RIRS Summary Report can be used to generate a list of entities that have common elements like the same action state, a common penalty amount range or date range. These reports are available for both firms and individuals.

  1. Click the Summary Reports link and type your iSite+ User Name and Password OR if you are already logged in, click the Summary Reports link at the top of the search pages within iSite+. The Summary Reports page will display.
  2. Select either the RIRS Summary - Firms or the RIRS Summary - Individuals Report option within the Market area of the page. Click the description button to read the expected results of the report.
  3. The Regulatory Actions Summary Report Search Criteria page will be displayed. On this page, enter the selection criteria for the summary report you wish to view. Calendar buttons are available for all date fields. Selection criteria for this report are as follows. NOTE: For definitions of unfamiliar terms, see the Glossary.

  4. Select the number of rows you wish displayed on the report from the drop down list at the bottom of the page. You may choose to display 50, 250, 500 or 1000 records. The default is to display 250 entity records on the initial output page. If your report contains more rows then you chose to display, the page will continue loading information until all records have been displayed. If your report should contain more than 1000 entity records, you will be asked to narrow your search.
  5. Click the HTML Report button at the bottom of the page to view the report. Click the Excel Report button to view as an Excel file in a browser window (open) or download to a CSV file for use in Excel.  To save the file in Excel format, open the CSV with Excel then "Save As" (F-12).  Then rename the file and change the format to Worksheet.
  6. The report contains a summary of each regulatory action that matches the search criteria specified. This information includes the following. NOTE: See the Glossary for definitions of any unfamiliar terms.

  7. Sort Order (both Firm and Individual report) - The current sort order is by action state. Now users can choose to have the report sorted by entity name, or by action state. If no selection is made, the default sort is action state.
  8. Licensed State (Firms only) - A user may now select the licensed state as a search criteria. The licensed state is defined as a state that has indicated the company is licensed in their state during the current year as found on the FDR Codelist.
