Financial Applications/Examinations
Analyst Team
The primary goal of the Analyst Team is to identify companies that appear to
require immediate regulatory attention. Based on a review of the company’s
financial results, the Analyst Team will recommend the level of regulatory
attention required by designating a company “Level A”, “Level B”, or
“Reviewed, no level ”. These designations are intended to help assist
states in prioritizing their workload so that potential problem insurers are
dealt with first in the regulator review process.
Company Demographics
Information from the company master file, an accumulation of data gathered from various
forms of the annual financial statement, including company name, company code, financial
data year, business type, filing status, filing type, other names, company contacts, all
addresses, officers, filing by state and waivers and extensions.
Financial Analysis Handbook
Provides reports used to answer many questions contained in a series of checklists
designed to help with the financial analysis process.
Financial Exam
Electronic Tracking System
Provides a means to call, update, and view individual and group financial
examinations. Reports may be generated for exam summaries and group exams.
Form F
The Form F application is for uploading and viewing Form F filings submitted
by the commissioner of the lead state. State insurance departments
upload confidential Form F - Enterprise Risk Report filings and then other
state insurance departments can view or download them. The intent is
to facilitate sharing of Form F filings information between states.
Insurance
Regulatory Information System (IRIS) Worksheet
Displays IRIS results specific to a company
for a given year and contains company demographic information, summarized IRIS ratios
results, key annual statement information and detailed IRIS ratio information, including
the values of the inputs to each ratio's calculation. (NOTE:
The IRIS
Worksheet is currently available only for
Fraternal companies for the 1999 data year, but for all appropriate business
types from 2000 data year and forward.)
IT Technology Summary
The IT Technology Summary is an optional tool available from iSite+. It can be found in
Company/Firm Search on the Categories page under the Examination category.
The summary includes a list of annual statement line items and their
balances and functions that are representative of key activities. The report
generates a downloadable excel file. The examiner can tailor the IT
Technology Summary for each individual company under examination.
Jumpstart
Reports that provide preliminary examination information to allow examiners
a head-start on the examination process.
Line Reports
Compare the data from one line of the annual statement for several companies (for example, "Total Assets" listed in the Current Year field
of the Assets Page for all the same business type companies domiciled in a specified
state).
Loss Reserve Analysis
Allows for the examination of a companys losses in relation to their loss reserves
using information from Schedule P of a company's annual statement.
Permitted Practices for Accounting
Permitted Practices is an accounting practice that departs from the NAIC Accounting Practices and Procedures
Manual and state prescribed accounting practices. Upon receipt of a permitted
accounting practice request by a company domiciled within the state, the
insurance department shall provide an email notification to the Deputy
Commissioner (or designee) to each of the states, the District of Columbia,
and the four U.S. territories if the company is licensed within that
state/region. The domiciliary state shall also include the NAIC on this
notification.
Personalized Information
Capture System (PICS)
Provides a customized notification system for NAIC databases, where users
can establish a profile of selected events indicating the type of information of interest
and receive e-mail notification (Alert) if/when the information changes in the NAIC
databases.
Pick-A-Page (Annual Statement
data)
Financial and demographic information obtained from the annual financial statements filed
by insurance companies.
Profiles
Reports that provide quarterly and five-year "snapshots" of a company's
financial information.
Risk-Based Capital (RBC) Quarterly Estimation Tool
Allows regulators to analyze and estimate a company's RBC ratio throughout
the year based on the company's prior year-end RBC filing and the current
quarter statement filing.
Scoring
Provides reports of weighted financial ratios that allow an analyst to prioritize
companies based on solvency concerns. Scoring
Worksheet- Provides details of each Scoring ratio component for
a single company, including the values of the inputs to each ratio's calculation.
Snapshot Investment
Summary
The Snapshot Investment Summary on iSite+ provides an analytical tool for
reviewing the investment portfolios of companies. It is meant solely for
use by Insurance Department regulators and is designed to serve as a guide
for highlighting potential areas of concern.

Analyst Notes
Provides access to information entered by the NAIC analyst assigned to each
company, including any pertinent information about a filing not captured by other means,
such as records from telephone conversations, electronic mail messages, compliance and
financial data reporting issues, summaries of conversations with state regulators
regarding a company's filing, etc. Analyst notes are available for the 1999 data year for
"small" business types only. Property and Life data is available for 2000 data
year and forward.
Audit Trail
Provides access to all changes (edits, inserts and deletes) to a company's
financial data and demographics information housed in the NAIC databases, including
detailed information about why, when and who made the edit, insert or delete to the
database. Audit trail reports are available for the 1999 data year for "small"
business types: HMO, HMDI, Fraternal and Title. Property and Life data is available for
2000 data year and forward.
Filing-at-a-Glance
Provides regulators the details of the status of an individual company's
filing, receive dates and whether the filing passed all minimum standards.
Filing-at-a-Glance reports are available for the 1999 data year for "small"
business types: HMO, HMDI, Fraternal and Title. Property and Life data is available for
2000 data year and forward.
Filing PDF'S
Provides access to electronic documents stored by the NAIC for a specific
filing, including a printable version of a company's data as filed, and electronic access
to free-form text portions of the annual statement filing (SVO Compliance, Statement of
Actuarial Opinion, Management Discussion and Analysis and Annual Audited Financial
Statements) These reports are available for the 1999 data year for "small"
business types: HMO, HMDI, Fraternal and Title. Property and Life data is available for
2000 data year and forward.
Validation Exceptions
Provides information regarding errors related to an insurance company's financial
statement filing. Users may select any individual company, and assuming the company has
filed with the NAIC, validation exceptions associated with that filing will be reported.
These errors may have prevented the filing from loading to the database, or they may
provide an indication of data quality.
Personalized Information
Capture System (PICS)
Provides a customized notification system for NAIC databases, where users
can establish a profile of selected events indicating the type of information of interest
and receive e-mail notification (Alert) if/when the information changes in the NAIC
databases.
Market Applications
Complaints Database System (CDS)
Provides information about closed complaints filed by consumers against insurance entities
and National Producer Numbers.
Market Action
Tracking System (MATS)
The Market Action Tracking System (MATS) provides regulators a
way to communicate action schedules and results. MATS includes
functions for calling market regulation actions, reporting, and
access to full information about the people involved in the market
action. MATS can also be used to view or update action information
for a specific entity, individual, non-risk bearing entity, or
company.
Market Analysis Profile
The Market Analysis Profiles are a group of financial and market regulation reports that
are used by Market Regulation Examiners to determine the business areas for review during a market regulation examination. They are new formats of existing annual statement, the CDS Index
reports, the entity specific RIRS,and CDS Count by Code reports. They are located together for the convenience of the users. The reports that include financial data will be available for only
those firms with cocodes. The market data reports will be available for all firms with qualifying
information.
Market Analysis Review System (MARS)
The Market Analysis Review System (MARS) is available to specific state users for the purposes of tracking, recording, and
reviewing the standard question analysis done by other states as defined by the Market
Analysis Working Group.
Market Demographics
Demographic information for insurance producers (companies, agencies, agents, etc.) such
as addresses, date of birth, social security number, entity number, National
Producer Number, primary and alias names.
On-line
Fraud Reporting System (OFRS)
The On-line Fraud Reporting System (OFRS) is a repository of suspected fraud
data for participating states with full reporting capabilities. OFRS is an
application that provides both Industry and Consumers a secure central
location to report fraud using the Uniform Suspected Insurance Fraud
Reporting form.
Regulatory Information Retrieval
System (RIRS)
Contains regulatory actions taken by participating state insurance departments against
insurance producers, companies and other entities engaged in the business of insurance.
Regulatory System Participating
State The Regulatory System Participating State report lists by
state/territory the number of regulatory actions entered in Regulatory
Information Retrieval System (RIRS), the earliest action date, the most
recent action date and the most recent entry date. This report is useful
in determining which states/territories are actively participating in
submitting regulatory actions to RIRS.
Personalized Information

Market Conduct Annual
Statement - (MCAS)
Audit Trail The MCAS Audit Trail application provides access to all changes made to a company's Market
Conduct Annual Statement data once it is added to the NAIC database. This
application provides detailed information about when an edit, insert or
delete to the data was made. In addition, this data can be used to trigger
an event that sends a message via the Personalized Information Capture
System (PICS) regarding data changes.
Company Specific Report The MCAS Company Specific Report provides the market ratios for a single cocode
as well as the data elements used in those ratio calculations. Through
selection criteria the report may include ratios and elements for one or
more states in which the company does business. Aggregated state-level
values comprise the regional and national ratio values for the company.
This report is a tool for regulators when analyzing a specific company.
The ability to compare ratios from one state to another and leverage
that information to identify regional differences provides insight into
potential strengths and weaknesses of a company.
Company
Waiver and Extension Report The MCAS Company Waiver and Extension Report provides
information about Market Conduct Annual Statement waiver and extension
requests for ONE company. The report includes only those states that
received waiver or extension requests from the selected company. This
report is a tool for regulators to identify companies with a high level
of waiver or extension activity in states other than their own.
Line Reports
MCAS Line Reports provides the data from one line of the Market Conduct Annual Statement
for several different companies for comparison. To generate a Line
Report all companies must be of the same business type and the same
Market Conduct Annual Statement page must be specified for each company.
Pick-A-Page
The MCAS Pick-A-Page reports provide information from selected pages of a
company's Market Conduct Annual Statement.
Validation Exceptions The MCAS Validation Exceptions report provides information regarding errors related
to a company's Market Conduct Annual Statement filing. Users may select an
individual company to review any validation exceptions associated with that
filing. At present, only consistency (AKA "crosscheck") validations are
reported.
Waiver and Extension
Request The MCAS Waiver and Extension Request application is used to manage Market
Conduct Annual Statement filing exceptions. A request is created and
submitted to the state by an authorized company user through the Industry
MCAS entry system.

Provides the capability to view current valuations information for securities (assets that represent a company's stock ownership of another
company) in the NAIC database.

MCAS Market Analysis Prioritization Tool
(MAPT) The MCAS MAPT Market Conduct Annual Statement Market Analysis Prioritization Tool)
utilizes MCAS data and financial premium information to generate a report of
company ratios and rankings. The report contains current year data values
for each of the MCAS elements and ratios as well as rankings for the last 3
years.
MARS Reports
The Market Analysis Review System (MARS) provides the following four
reports for viewing and managing data related to market analysis reviews:
Completed Reviews Report, Market Analyst Reviews Report, Reviews
Automatically Deleted Report and Companies with No Reviews Report. The

MCAS Correspondence Tracking Report The MCAS Correspondence Tracking Report provides the status and detailed information about NAIC
correspondence with companies regarding data issues associated with their
Market Conduct Annual Statement (MCAS) filings.
MCAS Filing Status Report The MCAS Filing Status
Report provides the latest status for each company’s Market Conduct Annual
Statement filing by state and line of business. The companies listed on
this report are those doing enough business in the state to likely meet the
threshold requirements for filing. This report is accessible through the
Summary Reports section of iSite+.
Market Analysis Company Prioritization Tool (MAPT)
The Market Analysis Company Prioritization Tool (MAPT) system is
a market analysis tool that allows users to prioritize companies allowing
states to better focus their resources and to develop more efficient
regulatory policies and practices.
MCAS Ratio Summary Report
The MCAS Ratio Summary report shows ratios at the state level for each state selected, at
each of the relevant NAIC zone levels, and at the national level as well as
the percentage of change between the base year and the year prior to the
base year. By displaying up to 3 years of ratios derived from Market Conduct
Annual Statement data this report provides a way to examine trends at the
various geographic levels.
MCAS State Ratio Distribution
The MCAS State Ratio Distribution report uses data from the Market Conduct
Annual Statement to provide state ratios for each line of business. This
report is accessible through the Summary Reports section of iSite+. This
report provides regulators with two critical pieces of information to assist
them in the analysis of their state’s marketplace activities.
MCAS Validation
Exception Summary The MCAS Validation Exception Summary Report provides a matrix of errors by company found in the
Market Conduct Annual Statement filing for the selected criteria. The MCAS

Generates a list of entities with one or more common SDR activity elements, such as the same activity code or the activity within the same state.

Summary Index Report
The Closed Complaint Summary Index Report gives you the option to choose a
grouping of U.S. Domiciled Insurers filing an annual financial statement
with the NAIC, with a designated line of business for a specific state(s),
premium year and complaint year. You may also choose a comparison grouping
of states, if desired.
MATS
Detailed Report
Incorporating all elements from the MATS application, the MATS Detailed
report is generated via a single, user-defined report interface.
Report selection criteria are categorized by Required Elements
(Entity ID, or Cocode, or Group Code, or Action Number) Action
General Information, and Display and Sort Options. A minimum of one
required field must be selected in order to run a report.
Regulatory
Information Retrieval System (RIRS) Summary
Provides a listing of entities and National Producer Numbers that have common regulatory action
elements such as the same action state, a common penalty amount range or a common date
range. Separate reports for firms and individuals are available.

Risk
Based Capital (RBC) Trend Summary
The Financial Analysis RBC Trend Test Summary Report provides a summary of trend test results for
both Property and Life companies. Specifically, the tool displays those
companies that trigger a Company Action Level event based on the result of
the Trend Test. The report also lists key elements used in determining the
Trend Test result from the RBC calculation.
Schedule T Business by State Summary
The Schedule T Business by State Summary Report provides a more complete listing of companies, Schedule T,
while not as detailed as the state pages, allows users to access
different types of companies, such as reinsures and surplus lines
writers.
Scoring
Summary
Provide information based on a set of weighted financial ratios for a
specified group of companies, such as all property companies licensed in a
particular state. Reports are available based on Annual and Quarterly
Statement data. An additional function is now available that allows users
to create a trend report including the most current data year through the
previous five years for a specific company.
Specific Issuer- Schedule D Securities
This report provides a listing of all companies licensed in a specified
state that own a particular security.
Title
Summary
The Title Summary Report provides a summary of key
data on the title state page by company. This information includes
Title Direct Premiums Written, Direct Operations, Non-Affiliated
Operations, Affiliated Operations and Market Share.
Z Remedy Reports
This report utility allows Regulators the ability to generate Detail and Summary PDF reports about reported Securities with "Z" Designations.
The generated PDF reports provide information about Securities that have been acquired for more than 120 days
per insurer by State of Domicile.
Licensing
UCAA Summary
Summary report listing UCAA applications that have been
submitted for either licensure expansion or corporate amendments. The
Uniform Certificate of Authority Application process is designed to allow
insurers to file copies of the same application for admission in numerous
states.
Compliance
Filing Submission Status
Provides a listing of received or missing financial filings for all companies of a
specified year and statement type based on whether the company is domiciled, licensed,
and/or writing business in a particular state.
Financial Correspondence
This report
provides the current status and details about NAIC correspondence with
companies regarding data issues associated with their financial filings.
Schedule T Exceptions
This report provides a list of those companies that do not match the
State's Schedule T information. Yes and No responses will match if
what the company and the State Schedule T information match. Those
instances when it does not the response will be Red in color. An S in the
response column equals those companies that are filing surplus lines only.
Validation Exception
Summary
The Validation Exception Summary Report presents a count for the number of
errors encountered in a company's annual and/or quarterly financial
statement filing. The companies are listed alphabetically for the
state specified by the user and the number of errors for each company
listed are presented by error type. The number that displays is a
hyperlink that will yield error details when clicked.

Tool designed for use in sharing confidential regulatory workpapers across states/jurisdictions.
State Contact
Manager
The State Contact Manager allows for the update and retrieval of state
contacts data. It also allows for the maintaining of relationships between
the state contacts data and associated data in other iSite+ applications,
such as RIRS, and MAP.
System Usage
A report that shows usage information by User ID for specific iSite+ applications in a
specified state and date range.
Transmission Viewer
Displays the status of transmissions and transaction errors that have been sent to the
Producer Database by the state insurance departments.
Waivers and Extensions
The Waivers and Extensions Application allows users with the role to be able to add or remove financial
statement filing set waivers, or extensions for companies domiciled in their state.

Closed Complaint
Participating State
The Closed Complaint Participating State report lists by state/territory the number of closed complaints entered in
Complaints Database System (CDS), the earliest record closed date, and the
most recent record closed date and the most recent entry date. This report
is useful in determining which states/territories are actively participating
in submitting complaint records to CDS.
CMS
Submission Verification
The Centers for Medicare & Medicaid Services (CMS), formerly Health
Care Finance Administration (HCFA), Submission Verification report lists
all the Medicare supplement and Medicare select related complaints loaded
to Complaints Database System (CDS) by the user's state. The report allows
a state to review the information reported to CMS by the NAIC on the
states behalf.
The Life Policy Locator Report
Lists details concerning consumer requests to locate and identify individual life
insurance policies and annuity contracts of a deceased
family member.
MATS Participating States
The MATS Participating States report lists by state/territory
the number of open and closed actions, the most recent entry date, and the total number of actions. This report is useful in
determining which state/territories are actively using MATS to alert NAIC members of action calls.

The MIS

with detailed statistics on the submission of closed consumer complaints

The
NIPR Gateway link on the Utilities pages allows state users to access the NIPR electronic gateway
developed to link state insurance departments with the organizations
which they regulate.
State Interface
State Interface allows state users to view and release transactions in the
NIPR Gateway that are pending state review. These transactions have been
submitted by the industry for the state’s review and approval.

Licensing Batch Report
The State Licensing Batch Inquiry application provides a system for
conducting searches of the Producer Licensing database for multiple entities
at one time.

Form
A
The
Form A application is based from information that will allow the on-line
entry of data for persons wishing to acquire control of or merge a domestic insurer, otherwise known as a “Form A” filing.
The purpose of this database is to facilitate the communication of
actions taken by the States on all Form A filings and facilitate the
coordination of Form A reviews in an attempt to avoid the duplication of
regulatory processes via a web based tool.
This database will assist insurance regulators by producing a streamlined
regulatory process that maintains the integrity of State holding company laws,
while being responsive to a dynamic and evolving industry.
The specifications for the database were designed by members of the Group Solvency
Issues (E) Working Group and the National Treatment and Coordination (E) Working
Group.
Global Receivership
Information Database (GRID) The Global Receivership Information Database
(GRID) tracks receivership information that has been supplied by the
department of insurance from all 50 states, the District of Columbia, and
five territories of the United States. Some of the GRID information
viewable by all users with an oracle user ID however a specific role is
required to modify receivership information.
My Profile
Tools that allows user to change their password, and to view and update their
demographic information such as email address and phone number.
NAIC User Security Administration (NUSA)
Tool used by state administrators of NAIC user accounts to perform user administration functions.
SERFF
The SERFF (System for Electronic Rate and Form Filing) system is designed to
enable companies to send and states to receive, comment on, and approve or
reject insurance industry rate and form filings.

Supervisory College Calendar
The purpose of the calendar is to allow states to input basic information
about upcoming supervisory college activities to better aid all regulators
in planning and scheduling these activities.
The availability of information in the Calendar is dependent on
states’ timely updates to the calendar. Your active participation in
maintaining this information is strongly encouraged.
The Supervisory College Calendar is available from the
iSite Home page. Special permission is required to add entries and update
the Supervisory College Calendar.

the NAIC Center for Insurance Policy and Research (CIPR).
Uniform Certificate of
Authority Application (UCAA)
The
Uniform Certificate of Authority Application (UCAA) allows insurers to
electronically file copies of the same application for admission in numerous
states. Each state that accepts the UCAA is designated as a uniform state.
While each uniform state still performs its own independent review of each
application, the need to file different applications, in different formats,
has been eliminated for all states that accept the uniform application.
There are two types of UCAA filings that can be reviewed and approved with
iSite. The Expansion Application is used by companies in good
standing in their state of domicile that wish to expand their business into
other uniform states. The Corporate Amendments Application is designed for
use by an existing insurer for requesting amendments to its Certificate of
Authority. The Uniform Certificate of Authority Corporate Amendments
Application can be used to file more than one change in the same submission.
VOS
Security Search - AVS+
The VOS Security Search AVS+ is
available from the iSite+ home page. A wealth of information is at your
fingertips with the Automated Valuation Service Plus (AVS+)
Upon clicking on the iSite+ VOS Security Search, you
will be directed to the AVS+ splash page. You can search the VOS and FE
database in addition to all the search functionality that was available on
the VOS CD-ROM. For the VOS and FE search, you will be able to search by
individual CUSIP or leverage a multi-CUSIP function that allows you to
search for more than one CUSIP at a time. The results of your VOS and FE
searches will be a CUSIP detail screen that provides you with 21 pieces of
information about an individual CUSIP.
